Minutes for November 19, 2014 Selectmen’s Meeting

Public Hearing – Liquor License renewal for Kevin & Sundae Fallen d/b/a Personal Touch Catering, The Roost

Chairman Clifford L. Emery read the notice of Public Hearing and made a motion to open the Public Hearing at 7:01 PM.  The Board voted 4-0-1 in favor.

Chairman Emery reported that he has talked with the Police Chief and found out that they do not have any issues with this business.  There were no comments or questions from the public or the Board

The Chairman made a motion to close the public hearing at 7:03 PM.  The Board voted 4-0-1 in favor.

Chairman Emery led recital of the Pledge.


  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes November 12, 2014

  • Discussion held between 5:00 & 7:00 p.m.
The Fire-Rescue Chief was in and talked about a grant for some new equipment he was applying for.

Marston Lovell who was recently elected as a York County Commissioner for this area came in to visit with the Board.  He gave them phone numbers, contact information, and they talked about some things the Board would like to see regarding information from monthly meetings.  

The Selectmen talked about the Food Mobile from the Good Shepherd Food Bank.

Selectman Emery said that a couple of people have called about growing medical marijuana in the Town of Buxton and although it is not something they can say no to, the Board decided to look into ordinances in other communities to see how they deal with medical marijuana and to prepare for it if something like that comes our way.  

The Board went into Executive Session on a Personnel Matter at 6:06 PM, per 1 M.R.S.A. 405 (6) (A).  The Board came out of Executive Session at 6:11 PM.  There was no action taken.

  • Review of Projects and Issues
Selectman Santolucito reported that he will be attending the SAD 6 Budget Advisory Committee starting tomorrow night.  He said although he served on the School Board for one year this is going to be a new learning experience for him.  

Selectman Booker mentioned that the Board discussed earlier some things that need to be repaired in town.  These were recommendations the Board received in a letter from our insurance company.  Selectman Booker has been working on that this week trying to get information on where those things stand at this point in time and what still needs to be done.

Selectman Booker reported that she was in every day except for last Thursday and covered some things with Beverly including some items the Board has for the Special Town Meeting, and went over that format.  She talked about letters the Board received from the students who came to visit a couple Fridays ago.  She said there were really nice comments and the students covered every department they met with.


Selectman Booker talked about the Thanksgiving dinner here at Town Hall yesterday.  She said they had a lot of help, about 32 people came, it was a good time with the seniors and others from the community, and the food was great.

Selectman Harmon also helped with the community pot luck Thanksgiving dinner.  She said people were not asked to bring anything.  The employees brought food or helped in other ways.  She thanked everyone who pitched in and contributed.  Eulla Brown did the decorations and had a great looking spread here.  Selectman Harmon said it was nice to see so many people participate both employees and from the community.

Selectman Harmon contacted our attorney to follow up on land that a resident is looking to donate to the Town and she is waiting to hear back from the attorney.  She said she has been checking up on the medical marijuana issue because we have had inquiries.  She said the Board would rather be proactive than reactive.  By law it is something the town cannot ban but we can look at ordinances and have the foresight to collect information and see where we go from there.

Selectman Harmon provided details on the Good Shepherd Food Bank food mobile that is coming to Buxton on Dec. 5 from 10:00 to 11:30 AM to distribute around 7,000 pounds of food to anyone in the surrounding area who is in need of emergency food.  

Selectman Emery has been in and out checking on things.  He said he stopped in at Public Works to see how that is going as our mechanic is out.  He has been at the fire station talking with the Fire-Rescue Chief to follow up on some items and also stopped in to talk with Greg Heffernan at the Transfer Station.

Selectman Emery mentioned the letter from our insurance company that Selectman Booker referred to and went on to say that Town Farm Park has some deficiencies.  The roofs are in poor shape and some of the bleachers have issues.  Our insurance company has raised a big red flag and wants something done to correct this.  The Board has been trying to get in touch with someone from the Girls Softball Association and Trustees from Town Farm Park but has not heard anything back from them.  Tonight the Selectmen met with Trustees of the park to let them know that the Selectmen will be sending a letter to the Board of Directors of the Girls Softball Association.  The Selectmen need to meet with someone from Girls Softball as soon as possible.  The Board is in hopes that someone from the Association will hear this and come forward to set up a time to meet with the Selectmen.  Our insurance company asked the Board to respond before the end of November to let them know what actions will be taken and what the completion dates will be.  The Board of Selectmen made the determination that the field at Town Farm Park will not be used this coming year until these issues are addressed.

Town Hall office hours the week of Thanksgiving will be Mon. – Wed. 8:30 a.m. – 4:30 p.m.  There will be no Selectmen’s Meeting on Wednesday, November 26th.  The Town Hall and the Transfer Station will be closed Thursday, November 27 and Friday, November 28th, for Thanksgiving.  

There will be no curbside pick-up on Thanksgiving Day.  Thursday pick-up will be done the following day (Friday, November 28).

  • Next Meeting of the Board
There will be a Special Town Meeting Wednesday, December 3, 2014 at 7:00 PM.  The Special Town Meeting is to reconcile the overdraft of some accounts we have.  There are also two items that need to be reconciled from the previous fiscal year.  There is a request for money for the demolition of the building on Old Orchard Road along with the money needed for property clean-up on Cemetery Road, and a request for money for a new photocopier for Code Enforcement.

Board of Selectmen Meeting Wednesday, December 3, 2014 at 7:00 PM, following the Special Town Meeting.

SAD 6 Budget Advisory Committee Meeting tomorrow night at 6:30 PM, at the Administrative Building in Bar Mills.



  • Other Business
There is an opening for a Laborer/Equipment Operator in our Public Works Department.  This is a part-time, seasonal position working 24 hrs/week, Nov. - April.  The primary job is plowing snow, and the pay rate is $15.75/hr.  For more information contact Tom Kennie, Public Works Director, at 929-4400.  Please send resume′ and cover letter to the Board of Selectmen, Buxton Municipal Office, 185 Portland Road, Buxton, ME 04093 or email to selectsecbuxton@sacoriver.net.
